One of Tony Goldwyn's favorite things about Law & Order is the plethora of guest stars he gets to work with — and he's still holding out for one person, in particular.

"Kerry Washington better show up at some point or another," Goldwyn, 64, tells PEOPLE of his beloved friend and Scandal costar. "I keep bugging her about it. We'll see if I can talk her into it."

When asked what's taking the reunion so long to happen, Goldwyn laughs and says: "I don't know!"

"But she's just teasing me. I've got to come up with the right role for her," he says. "And she does have three children in Los Angeles, and she has a rather busy career. So it might be tough."

Goldwyn played President Fitzgerald Grant III opposite Washington's D.C. fixer character Olivia Pope on the seven-season ABC drama. The onscreen couple, who were famously dubbed “Olitz" by fans of the series, endured a "tortured love affair," as Goldwyn previously told PEOPLE, throughout the show's run from 2012 to 2018.

As for guest stars who have made an appearance on Law & Order, Goldwyn's real-life daughter, Tess, played his daughter in the season 23 finale in November.

"Fingers crossed Teri Baxter will make an appearance again!" Goldwyn says of his hopes to have his daughter reprise her role. "She did a great job and we had a blast doing it. It was really fun."

In the wake of the finale last season, Baxter and his wife ultimately split. Goldwyn now gets the chance to act opposite Maggie Siff on Thursday, March 13 episode when she joins as Baxter's new flame Kate Norris.

The relationship is immediately complicated, however, when Norris — a defense attorney — takes the case of a murder suspect that Baxter's office is prosecuting. The ensuing tension complicates things between Norris and Baxter and strains the working relationships among the attorneys in Baxter's office.

"Last year when you met my wife and daughter and they were very much a part of the case, and the case was the problem in our relationship — similarly with Maggie's character," says Goldwyn. "And it puts [ADA] Nolan Price in a tough spot, and so that impacts that relationship. [The writers] really make an effort to give the audience some more texture and dimension of the people."

And, while he waits for Washington, 48, to free up her schedule, Goldwyn remains optimistic about his character's new romance.

"I thought we had good chemistry, so we'll see!" he says.

Law & Order airs Thursdays at 8 p.m. ET on NBC.
