The document, 'Preparation of a liquor of tea for use in sensory tests', covers all the nitty gritty when it comes to making a good brew.

How to make the perfect cup of tea:
Tea should be brewed in a pot (porcelain or glazed earthenware recommended).
There must be at least 2g of tea for every 100ml of water used.
The water must not exceed 85°C to ensure the water doesn’t scald the milk.
The tea should brew for at least six minutes.
Between 2.5mm and 5mm of milk should be poured into a cup BEFORE the tea to ensure the milk mixes more evenly into the tea.
Porcelain cup also recommended.
The temperature of the tea in the pot shouldn’t dip below 60°C for optimum flavour and sensation.
