2 To make oat topping, place flour and mixed spice in a medium bowl and rub in margarine until mixture is crumbly. Stir in sugar and rolled oats.
3 To make muffins, combine flour, oats, sugar, spice, apple and carrot in a large bowl. Add egg, yogurt and oil, then stir until just combined.
4 Spoon 1 tblsp mixture into each pan hole, then sprinkle with oat topping.
5 Cook muffins in a moderately hot oven (190C) for 12 to 15 minutes, or until cooked when tested. Stand in pans for 5 minutes before turning out onto a wire rack to cool.
6 Serve muffins dusted with sifted icing sugar mixture.
Tip: Muffins can be made up to three days ahead and stored in an airtight container or frozen for up to two months. You can cook the muffins in batches if you don't have enough pans.
